EVALUATION OFFICER
EXECUTIVE OFFICER GRADE
JOB PURPOSE
The Sport Ireland Strategy * is committed to
developing the effectiveness of monitoring, evaluation, and research
functions in Sport Ireland. The strategy aims to embed evaluation
capability and capacity in the sport sector, leading to increased use
of evaluation processes and frameworks within programme design.
The Evaluation Officer is responsible for supporting and implementing
a mixed methods approach of evaluating a range of initiatives which
aim to increase participation in sport & physical activity. The
position will lead formative, process and outcome evaluations and
identify critical success factors as well as areas for improvement and
future investment. The Evaluation Officer will work as part of the
Research and Innovation Unit to deliver on the ambitions of the Sport
Ireland Research Strategy and contribute to leading the generation and
mobilisation of knowledge in Irish sport.
REPORTING TO: Evaluation Manager
KEY DUTIES AND RESPONSIBILITIES
* Support the implementation of a comprehensive monitoring and
evaluation system for sports
* participation projects to improve the effectiveness of sports
participation initiatives.
* Implement and manage quantitative and qualitative tools to
collect, collate and analyse participation
* data in a consistent manner.
* Provide feedback and input to the monitoring and evaluation
frameworks.
* Work with other Sport Ireland business units to ensure that
outcomes of evaluation are translated
* into learning action plans and recommendations for future
practice.
* Develop training and education resources and initiatives to
translate evaluation learnings to
* practical guidelines for the LSP and NGB sector.
* Support the roll out of monitoring and evaluation training and
workshops.
* Support the roll out the Performance Evaluation of the LSP & NGB
network. Monitor and
* support the implementation of key recommendations arising from the
evaluation process.
* Support and contribute to the strengthening of evidence-based
decision making around sports
* participation initiatives.
* Develop and support strong working relationship with various
relevant stakeholders at both a
* national and local level.
* Represent Sport Ireland at events and meetings as appropriate
(including some out of hours and
* weekend work).
* Support the delivery of Sport Ireland events and workshops.
* Disseminate and present the outputs and findings of evaluations to
relevant stakeholders. Compile
* periodic reports and presentations on sports participation
initiatives as required.
* Support the management of the Unit’s budget, ensuring adherence
to established financial controls.
* Undertake such responsibilities as may be allocated to the post
from time to time.

required by Sport Ireland from time to time which are appropriate for
the position and the needs of the organisation.
PERSON SPECIFICATION:
ESSENTIAL: QUALIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES
* Must have a relevant third level qualification.
* Must have at least 1 year of prior professional experience working
in a research or evaluation
* role.
* Must have experience in formative, process and outcome evaluation.
* Must have experience of analysing quantitative and/or qualitative
data.
* Must have excellent interpersonal skills and the ability to
communicate effectively.
* Must be capable of presenting information verbally in a clear,
concise and confident manner.
* Must have excellent written skills, with a proven track record in
producing high quality reports.
* Must have strong computer literacy in MS Office; Word, Excel,
Powerpoint and Teams.
* Must have a proven ability to work effectively as part of a
diverse team and on own initiative.
* Must have experience of effectively managing projects and
programmes on time and on budget.
* Must be highly efficient, results focused, with a keen attention
to detail and high standards.
* Must be capable of building and maintaining respectful business
relationships.
DESIRABLE: QUALIFICATIONS, EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES
* Knowledge of best practice, emerging trends and new technologies
in the area of evaluation.
* Experience of using statistical software such as SPSS, Stata or R.
* Experience of using data modelling and visualisation software such
as Power BI or Tableau
* Experience of applying research ethics with an ability to
effectively manage sensitive, confidential
* information.
* Experience of evaluating government policy
* Experience of working with the sports sector
ADDITIONAL INFORMATION:
CONTRACT: Full-time, permanent
Salary Scale: Executive Officer Standard Scale (inclusive of two long
service increments). The appointment will be made on this scale at a
point in line with current Government Pay Policy. New entrants to the
public sector commence on the first point of scale.
